Most the decisions are made by managing committee of the apartment/residential society. These discussion are based on the internal discussions within the committee and once a decision is made the same is communicated to all the other residents.These discussions need not be shared with all the other members.
At commonfloor we have a solution for above requirement in the form of private group. The community can have their own private group with facilities of discussion, polls, file uploads, SMS and allowing external members email to group.
The group can also be accessed via email, similar to your yahoo group or any email list, for creating discussions and replying to the same.
